Williams missed all of last season with a torn labrum but has proven to be a decent weapon when healthy. The Raiders are clearly looking to make a big splash at the position through free agency or the draft and have a lot of young players, so Williams was expendable. The Lions seem to be happy to grab him and paid him a decent amount as his contract is worth $6.2 million for the upcoming year. Williams would have some sneaky dynasty value if the Lions are unable to bring back Marvin Jones or Kenny Golladay as they're both slated to hit free agency. It's a wait and see moment for Williams, who currently has an ADP of over 200.
